In the past I built and sold 2 recruiting firms. I had tried offshore RPOs for lower cost recruiting support and canceled when realizing the failures outweighed the benefits of lower cost.
As an alternative to renting recruiting staff from offshore companies I formed an HR company in the Dominican Republic to recruit, hire, legally payroll, train and create "my own" nearshore/lower cost recruiting operation.
The DR is only 2 hours from Miami, the cost to hire including overhead is 50% less than in mainland USA and the people are English/Spanish speaking American-Dominicans. The DR is by far a better location for remote/lower cost recruiting staff than the usual countries like India or Philippines.

With countries like India or the Philippines the American's hang up with receiving calls or delete when receiving emails or LinkedIn messages which undermined the entire point of lower cost.
Lower cost recruiting staff could free up more money to use with job boards and LinkedIn which increases your budget for candidate sourcing tools which can increase overall sourcing results.
